Ah, a bit more digging has found the answer, so for posterity: The ssl module and the default ssl virtual host both need to be enabled.  Run &quot;a2enmod ssl&quot;, &quot;a2ensite default-ssl&quot;, and then &quot;systemctl restart apache2&quot; as root.]]></description>
